they captured the Marine who killed the pregnant Marine. He was in Mexico
Va Tech was tragic, but how exactly is it the State's fault? In the Duke case, a state official was misusing his office. What did the State of VA do wrong? Can I sue the state if i get robbed on the street? This is an ugly precedent to set.
Essentially, the taxpayers of VA are having to pay for that jerkoff's rampage.
That makes a lot of sense.
The VA authorities who are settling this should be fired.

I wonder if we're on the verge of a widespread ripple effect throughout the industry. Even relatively healthy airlines could face trouble if their CC processors decide to require large escrow or change hold-back structures.
I'm confused. Is the story that one marine (a fugitive) was accused of murdering a second marine, who, by the way, was pregant and captured in Mexico? Or is it that a fugitive was captured in Mexico and that the fugitive was a marine accused of killing a second, pregnant, marine?
If the former, why was the pregant marine captured in Mexico? If the latter, you should have used a different sentence structure.
The theory behind the Va Tech shooting is that the school (i.e., the state) was negligent by waiting too long to sound the alarm. The claim is that they knew someone shot up building A and didn't lock the campus down, giving shooter time to return to building B and kill bunches more people.
Pretty crappy theory, but it's better then simply saying I got hurt in your jurisdiction so you should foot the bill
Let's try this. A Marine, let's call him "killer" stabbed his g/f - said Pregnant Marine, to death. Killer then set her, said pregnant Marine on fire in his back yard, and fled to Mexico, leaving his, Killer's 0wife behind. Allegedly.
Killer has been captured in Mexico.
As great as the Maring Corps is, they still haven't figured out how to get men pregnant, thus my initial statement should be clear, given that I stated "He was in Mexico."
better theory would be to argue that the State/VA Tech were negligent in believing that banning guns on campus would actually stop criminals from carrying guns. After all,they are criminals, who by nature don't obey the law.

11:45- I read that they took the death penalty off the table in order for Mexico to agree to extradite him.

Given their citizens' penchant for violating our borders, we should just go in and seize the guy by force and return him for trial on our terms. They can whine all they want; until they do something about the constant violation of our soverignty, their own complaint is laughable.
