Right now New York City officials are being criticized most harshly for the city’s inadequate snow removal. But what about cases in which city employees, in the course of removing snow, injure people or damage property?

Might the owner of that parked SUV have a lawsuit against the city? Note the exchange around the 3:30 mark in the video, where a sanitation worker invokes his supervisor and a bystander responds, “Tell your supervisor to come with a lawyer.”
