Poor Defendants Are 'Job Security' For This Texas Magistrate

This is infuriating.

— Harris County, Texas Magistrate Joe Licata responding to a defendant facing jail unless she was able pay $3,500 bail for driving without a license. The defendant dejectedly said, “Oh, I’m always arrested. In and out, in and out, in and out. This is nothing to me. It’s everyday.” Licata responded that all her plight meant to him was job security. Harris County is facing a lawsuit from nonprofit Civil Rights Corps, which alleges the bail system is unconstitutional as it fails to consider the defendant’s ability to pay.
