During her confirmation hearing for education secretary, Betsy DeVos came under fire for not understanding some basics of federal education law, specifically, the Individuals With Disabilities Education Act (IDEA), the goal of which is to provide educational opportunities for children with disabilities. What year did Congress first enact legislation to enshrine these rights?

Hint: Originally known as the Education for All Handicapped Children Act (EHA), Congress changed the name to the current moniker, IDEA, when the legislation was reauthorized in 1990.
