Although 13 states have abortion “trigger” laws, set to ban or restrict access to abortion after the overruling of Roe v. Wade, which was the first state to complete the paperwork facilitating the ban on abortion?

Hint: The state’s Attorney General issued an opinion triggering the state’s anti-abortion law within minutes of the Dobbs decision. Abortion is now illegal in the state except in the case of medical emergency. There is no exception for rape or incest.
