With Hillary Clinton avoiding charges today, we recall the history of special prosecutors. The Office of the Independent Counsel was the independent agency created by the Ethics in Government Act of 1978 to investigate corruption at the highest levels. When did the office die?

Hint: Today, any independent or special prosecutors are appointed by the Attorney General under DOJ regulations. Under the old law, the prosecutor was appointed by a three-judge panel of the D.C. Circuit.
