Answer: Earl Warren. A wildly popular California governor — in 1946 he swept both the Republican and Democratic primaries — Warren won three terms, was Thomas Dewey’s running mate in the losing 1948 presidential race, and sought the GOP nomination himself in 1952. Eisenhower named him Chief Justice in 1953, and the Warren Court went on to decide Brown v. Board of Education, Miranda v. Arizona, Gideon v. Wainwright, and Loving v. Virginia.
