ICE Official's Suit Is Littered With Allegations of His Superior's 'Sexually Offensive Behavior' and 'Frat House-Type' Antics

You often hear about women filing gender discrimination complaints that allege sexual harassment by lecherous male superiors. It’s less often that you’ll see a man making similar allegations against a woman. But it just so happens that someone in the federal government has lodged these very complaints against a female superior, and boy is his complaint juicy.

As we mentioned in Morning Docket, James T. Hayes Jr., a top-level Immigration and Customs Enforcement agent, is suing the Secretary of the Department of Homeland Security because he claims that ICE’s chief of staff, Suzanne Barr, created a hostile working environment — specifically, “a frat house-type atmosphere that is targeted to humiliate and intimidate male employees.”

What does one have to do to create a “frat house-type atmosphere” in the offices of a federal agency? Let’s check out the allegations made in the complaint….

Hayes, the special agent in charge of investigations for the agency’s New York office, claims that he was passed over for a promotion in favor of a less experienced female candidate. It was soon after that Hayes alleges Barr’s behavior became comparable to that of an evil pledge master with a penchant for vicious hazing.

For instance, according to the complaint, Barr allegedly moved the contents of three male staffers’ offices to the men’s bathroom, computers and all. (Insert “guys in my high school” meme here.)

Although his complaint doesn’t say whether he was ever on the receiving end of Barr’s wrath, Hayes further alleges that men at ICE headquarters were routinely victimized by Barr’s “sexually offensive behavior”:

Most men would consider that to be sexy harassment, but that’s neither here nor there. Of course, the government wants to strike this paragraph from the complaint, as well as others of the same ilk, since they apparently “serve only as an attempt to embarrass or harass senior government officials.”

According to the New York Times, other ICE employees have filed affidavits in support of Hayes’s lawsuit, but to date, none have filed sexual harassment complaints against Barr. Fox News was able to obtain the affidavits. Here’s one of the more entertaining tidbits:

[O]ne of the employees claimed that in October 2009, while in a discussion about Halloween plans, the individual witnessed Barr turn to a senior ICE employee and say: “You a sexy (expletive deleted).”

She then looked at his crotch and asked, “How long is it anyway?”

The more we hear about Barr, the more we’re reminded of the Texas constable who allegedly forced an employee to motorboat her. Yep, this definitely sounds like frat house-type behavior. Barr is currently on voluntary paid leave pending the outcome of an internal investigation as to her alleged misconduct. If these allegations have any semblance of truth to them, we bet that Barr would love to be “internally investigated” by the gentlemen at Immigration and Customs Enforcement.
