Answer: The 1968 Democratic National Convention. Vice President Hubert Humphrey got the nod — even though he’d never actually won a single primary. The resulting McGovern–Fraser Commission recommended changes to state rules to ensure participation in primaries, and so the primary system expanded. Given that many people expect (or hope) the GOP convention to wind up a brokered convention, it is interesting to contemplate what primary law changes may be in store as a result of the 2016 election.
